Delivered in the Capitol Rotunda after extreme cold moved the ceremony indoors, Trump’s second inaugural address announced national emergencies at the southern border and on energy, an External Revenue Service to collect tariffs, duties and revenues, and an executive order to end government censorship and bring back free speech. He pledged to end what he called the weaponization of the Justice Department and said his proudest legacy would be as “a peacemaker and unifier.”
